It was recently discovered that Google was experimenting with a new Freeform window mode for Android N. At the time, it wasn’t possible to enable this feature as it didn’t have a toggle within the UI to activate. Some developers were able to tinker around with Android N on the Pixel C and they’ve now figured out how to enable the feature.
