Google has updated the Docs, Sheets and Slides app to provide template options on mobile. Selecting the FAB button now gives an option to choose from the readily available preformatted styles that we see on the web version. The update should go live on the Play Store soon, but you can grab the apk off ApkMirror (Docs, Sheets, Slides).
